It is busy in the center of Rotterdam. Not only above ground, but also underground. The subsoil is full of cables and pipelines, tree roots, building foundations, tunnels, etc. In the coming years, much more will have to be added. The energy transition, climate adaptation, digitization, housing demand and greening of the city all require space in the already full underground. One possible solution for this is the construction of facilities for cables and pipelines, such as a pipeline tunnel or utility duct. Despite the pressure on the underground space, these facilities are rarely if ever realised. Arguments for this are always: too expensive and too much nuisance due to long construction time. What could the city of Rotterdam do in order for these facilities to be realised in the city boulevards of Rotterdam? In what way could the city of Rotterdam incentivize participation in these facilities?
