Offshore wind energy forms an increasingly important energy source in the Netherlands, providing clean energy that does not rely on imports of fuels. However, electrical power is not always used at the same time as the wind blows, which leads to low prices during times of high wind speeds, and high prices during wind still times. This discrepancy between wind speed profiles and electricity consumption profiles has a negative effect of the business case of offshore wind farms, and is therefore slowing down the energy transition. Next to developing other kinds of flexible power, it is essential – for lowering the cost of electricity, for lowering dependence of imports, for lowering emissions of greenhouse gases - to shift electricity consumption to times of high wind speeds as much as possible.

Customer X is a large supermarket chain with many locations across the country. For 2030, Customer X wants to contract electricity from RWE through a Power Purchase Agreement (PPA). Customer X needs 876,000 MWh in total for 2030. They do not really know how flexible they are to shift their energy consumption in time. In real life, there are many different forms of PPAs.
