1. Description of the Challenge
How can Q16-Maas, a depleted offshore gas field near the Port of Rotterdam, be developed into Europe’s first offshore underground hydrogen storage (UHS) facility—supporting a scalable, secure, and flexible hydrogen market for the region and the Netherlands?
Objectives
- Develop a business case for large-scale UHS at Q16-Maas, with a focus on its strategic role within the Dutch national hydrogen map.
- Identify viable use cases for UHS in Rotterdam’s hydrogen system (e.g. seasonal storage, baseload demand, peak shaving, trading support). Consider the needs and strategic plans of the local industrial clusters (hydrogen producers and hydrogen consumers).
- Test scenarios for infrastructure development, market conditions, and hydrogen demand running up to 2030 and beyond.
- Map stakeholders and value chain interdependencies.
- Evaluate risks, safety considerations, and societal acceptance of offshore hydrogen storage.
- Propose a phased roadmap from a demonstration project starting 2030 towards a commercial project shortly afterwards.

About ONE-Dyas
As a Dutch natural gas exploration and production company, ONE-Dyas plays an essential role in the energy transition. In line with government policy, ONE-Dyas focuses on accelerating gas production from small fields in the North Sea. This contributes to boosting the economy, ensuring security of supply, and meeting climate goals – locally produced gas has a 30-50% lower carbon footprint than imported gas. Additionally, ONE-Dyas is also actively exploring future energy technologies such as carbon capture and storage, and green hydrogen production and storage.
